The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2019, this report summarizes the research results of the "Human Resource Development Related to Remote Control Technology for Monitoring Inside RPV Pedestal during Retrieval of Fuel Debris" conducted in FY2022. The present study aims to construct a monitoring platform for understanding the status inside a reactor during fuel debris removal, and measurement and visualization by sensors moving on the platform. In addition, to develop research personnel through research education by participating in such research projects, classroom lectures, and facility tours is also a goal of this project. In FY2022, each system was improved and expanded toward the final year, and verification experiments were conducted in simulated environments.

The Naraha Center for Remote Control Technology Development was established for the purpose of developing and verifying remote control equipment for promoting the decommissioning of the Fukushima Daiichi Nuclear Power Station and the external use of this center was started in 2016. The mission of this center is to contribute to the decommissioning of the Fukushima Daiichi Nuclear Power Station and for the reconstruction of Fukushima Prefecture. In this review, we describe the equipment related to the full-scale mock-up test, the component test for a remote-control device and the virtual reality system in this center. In addition, the case examples for usage of these equipment are introduced.

This annual report summarizes the activities of Nuclear Human Resource Development Center (NuHRDeC) of Japan Atomic Energy Agency (JAEA) in the fiscal year (FY) 2022. In FY 2022, in addition to the regular training programs at NuHRDeC, we actively organized special training courses responding to the external training needs, cooperated with universities, offered international training courses for Asian countries and promoted activities of the Japan Nuclear Human Resource Development Network (JN-HRD.net). In FY2022, we were able to implement face-to-face training, etc., after thoroughly implementing measures to prevent the spread of the new coronavirus infection. Regular domestic training programs; training courses for radioisotopes and radiation engineers, nuclear energy engineers and national qualification examinations, were conducted as scheduled in the annual plan. We also delivered training for the Japan Atomic Power Company and other organizations outside the JAEA. We continued cooperative activities with universities, such as acceptance of postdoctoral researchers, and activities in line with the cooperative graduate school system, including the acceptance of students from Nuclear Professional School, the University of Tokyo. Furthermore, joint course among seven universities was successfully held by utilizing remote education system. The joint course and the intensive summer course and nuclear fuel cycle training were conducted as part of the collaboration network with universities. The Instructor Training Program (ITP) under the contract with Ministry of Education, Culture, Sports, Science and Technology, was continually offered to the ITP participating countries. As part of the ITP, the Instructor Training courses such as "Reactor Engineering Course", advanced instructor training course, and the nuclear technology seminar "Basic Radiation Knowledge for School Education" were conducted face-to-face at NuHRDeC.

Rapid multi-nuclide identification method by simultaneous $$beta$$, $$gamma$$, and X-ray spectrum analysis

When analyzing samples that contain many radionuclides at various concentrations, such as radioactive waste or fuel debris, it is difficult to apply general spectrum analysis methods and is necessary to chemically separate each nuclide before quantifying it. The chemical separation is especially essential for analysis using a liquid scintillation counter (LSC). In this report, the authors explain the newly developed spectral determination method (SDM) in which the entire spectrum is fitted to quantify radioactivity of nuclides mixed in a sample. By applying the SDM to $$beta$$- and X-ray spectrum measured by LSC and $$gamma$$-ray spectrum measured by Ge detector simultaneously, the authors demonstrated that radioactivity of 40 radionuclides mixed in a sample at concentrations varying by two orders could be quantified, which is useful to simplify chemical separation process in radionuclide quantification.

In 2019, the JSME Code Case for seismic design of nuclear power plant piping systems was published. The Code Case provides the strain-based fatigue criteria and detailed inelastic response analysis procedure as an alternative design rule to the current seismic design, which is based on the stress evaluation by elastic response analysis. In 2022, it was approved to revise the Code Case with improving the cycle counting method for fatigue evaluation to the Rain flow method. In addition, the discussion to incorporate the elastic-plastic behavior of support structures is now in progress for the next revision of the Code Case. This paper discusses the contents and background of the 2022 revision, the progress of the next revision, and future tasks.

Study on borehole sealing corresponding to hydrogeological structures by groundwater flow analysis

In the intermediate depth disposal of relatively high-level radioactive waste, a method to confirm whether the borehole for monitoring is properly sealed should be developed in advance. In this study, groundwater flow analyses were performed for the hydrogeological structures with backfilled boreholes, assuming sedimentary rock area, to understand what backfill design conditions could prevent significant water pathways in the borehole, and to identify the confirmation points of borehole sealing. The results indicated the conditions to prevent water pathways in the borehole and BDZ (Borehole Disturbed Zone), such as designing the permeability of bentonite material less than or equal to that of the host rock, and grouting BDZ.

In this study, commissioned by the Cabinet Office, we conducted a survey on radioactive materials in atmospheric dust in three municipalities (Futaba Town, Okuma Town, and Tomioka Town) in Fukushima Prefecture to contribute to the assessment of internal exposure in the Specified Reconstruction and Revitalization Base (SRRB). Air dust samplers were installed in the targeted municipalities to investigate the atmospheric $$^{137}$$Cs concentrations and to evaluate internal exposure doses based on measured value. This report summarizes the results of measurements between 2018 and 2021. A database of information on internal exposure dose assessment results based on atmospheric radioactivity concentrations and actual measurements, and meteorological observation data was compiled.
